Install Excel-like Bulk Issue Editor for Jira on your Jira Cloud instance.
Manually set the Date/Time Configuration.
Manually set the Permission Setting if required
Manually set the Permissions if required Project Setting if required.
If you have successfully migrated your saved filters from Jira Server/Data Center to your new Jira Cloud instance, you should be able to open it with Excel-like Bulk Issue Editor.
